New State Flood Regulations to Elevate First Floors by 14 Feet

New state regulations addressing sea level rise could significantly impact flood zone classifications, potentially requiring homes to elevate their first floors by 14 feet. During a presentation to municipal officials on July 24, environmental consultant Peter Lomax, hired by the county, shared insights from a Rutgers University advisory panel on sea level projections. By 2100, with moderate carbon emissions, there's a 50% chance sea levels could rise by 3.3 feet, and a 17% chance of a 5.1-foot rise, affecting 44% of West Cape May, possibly submerging it underwater. These changes could expand flood zones significantly, impacting property development and insurance.

Playing Out of Divots: Understanding Golf’s Unyielding Rules

Finding your ball in a divot after a perfect drive can be frustrating, but the USGA maintains the principle of playing the ball as it lies. Despite occasional discussions, no practical alternative exists to redefine divot holes under the current rules.

Whether you’re new to golf or a seasoned player, encountering a ball in a divot after a perfect drive can be disheartening. Despite following all the rules and making an excellent shot, ending up in a hole caused by another player's shot feels unjust.

You might wonder why the Rules of Golf don't offer free relief in such situations. Rule 16.3 allows players to remove an embedded ball anywhere in the general area without penalty, so why not extend this to divots?

Craig Winter, Senior Director of Rules of Golf and Amateur Status for the USGA, explains that it's essential to play the ball as it lies, regardless of the circumstances. "It's fundamental to golf," Winter says. Although the USGA and R&A have periodically considered addressing divot holes differently, no practical solution has been found. The issue is not common enough to warrant a change, and redefining divot holes as ground under repair would significantly alter the fairway landscape.
